Where do bobbins rest when not in use?
When bobbins are not in use - they can be stored in a cloth roll-up.
Or a wooden bobbin holder, if bobbins are 'paused' on the lacemaker's pillow.
DIY bobbin holders via knitting (above - wool yarn) , or crochet (below - cotton yarn) pinned to lacemaker's pillow.
A nice pattern (FREE) can be found on Ravelry for the knitted one.
I used Knitted Ribbons, a Knitter Bunny Pattern - Ribbon Three. Instead of casting on 100 - I cast on 28 which gave me 12 openings for bobbins. Pattern c.2010 Kelli Slack ~ Knitter Bunny.

I also use OUI yogurt containers for bobbins. They seem to be the right size! And, a bobbin rack which folds flat when not in use for bobbins that have fiber wound - in the ready to be put on a lacemaker's pillow.
That’s very interesting, thanks for showing us. It would be important to store bobbins correctly, especially when they’re in use. Hmmm.
